CID Assam Books A Case Against Author of Article Titled Annual Rape Festival Of AssamThere is a limit to both freedom of speech and expression and expressing sense of humour. Under the garb of free speech or joke a person or company cannot take the laws for granted. One such incidence that has crossed all the limits of decency and tolerance is presently being investigated by the CID of Assam Police.

According to TOI, CID has registered a case against the unknown perpetrators of a cyber crime that relates to circulation of the article titled “annual rape festival of Assam” published on an American news portal. CID has also moved the Centre’s mandated agency against cyber crimes, the India Computer Emergency Response Team (CERT-IN), for help.

Senior superintendent of police, CID, D Upadhya, said that initial investigation reveals that the crime originated in Uganda. “We are not sure where the cyber crime originated as yet… it takes time to pinpoint the exact place of origin of such crimes. We have written mails to the administrator of a Ugandan website, which has circulated the link to the defamatory article. We have sought their cooperation in our investigation.”

The article was uploaded five days ago on a website called the National Report, which claims to be “America’s #1 Independent News Team”, and went viral on Thursday, leaving readers across the globe in a state of shock.

The CID believes that the cyber crime could be an act of defamation as well as conspiracy against Assam and the country. The CID has filed the case under Section 66A of the Information Technology Act, which provides for punishment of those “sending offensive messages through communication service, by means of a computer resource or a communication device…” and those “publishing and transmitting in electronic form any material, which contains sexually explicit act…” under Section 67A.
